NOTICE TO LESSEES AND OPERATORS OF FEDERAL OIL AND GAS LEASES ON THE OUTER CONTINENTAL SHELF, GULF OF MEXICO OCS REGION

Time Allowed for the Correction of Incidents of Noncompliance (INC's)
and for the Return of Notification of INC Forms

We recently began using the new Notification of Incidents of Noncompliance (INC) Form MMS-1832, dated March 1996. This form requires the lease operator to return the green copy of the form signed and dated to certify correction of the INC(s) within 14 days from the date of issuance. We wish to stress, however, that the 14 days is the time period allowed for return of the Notification of INC Form to the Minerals Management Service (MMS), not for correction of the INC(s) in question. In the event the green copy of the Notification of INC Form certifying correction of the INC(s) cannot be returned to the MMS within 14 days from the date of issuance, a time extension must be requested and approved

Any operator-representative in charge of the field or facility being inspected may certify that the INC(s) has been corrected by signing the manager/supervisor signature line at the bottom of the Notification of INC Form. In so doing, the person signing the form is certifying that the violation, and correction thereof, has been reported to senior company management at the district, division, or higher level.
